Percentages don’t tell you anything. Rochester could have had 10 vehicle thefts and then 35 the next year - a 350% increase. St. Paul could have had 4600 car thefts one year and then 3700 the next - a 41% drop.

The stat is meaningless.

By April 2023 1,063 vehicles were stolen in Rochester, compared with 387 stolen at the same time in 2022 https://www.rochesterfirst.com/local-politics/mayor-evans-to-provide-update-on-stolen-vehicles-in-rochester/
