I can’t seem to find the function anywhere. I tried googling and found someone talking about the three dot menu. I clicked the three dot menu on posts people have made but it only has block and report as options.
Am I just missing it somewhere?

The user you want to add has to post or comment something.
Then there should be an option somewhere to promote them as moderators.
