Have you read the article you cited? IT NEEDS 320 TONES PER HOUR OF WATER. OVER. THREE. HUNDRED. TONES. PER. HOUR. And because of the horrible thermal efficiency of this thing (~17%) the heated coolant water will be some ~20K hotter after the cooling cycle, so you canโ€™t reuse it that much, and will lose it to evaporation.
