This is pretty rough - be warned. Difficult to overstate how shocking this was in 1991.

Interesting to see that the organisation is still called the Victorian Accident Commission, despite the fact that road safety experts recommend against calling road crashes “accidents”.

I agree with the recommendation. They’re typically caused by driver negligence and/or bad road design.
