The activists are submitting an emergency resolution to declare that the future of the deal is contingent on legislation that commits to a universal and entirely public pharmacare program

Is it binding? Do MPs need to abide by the resolution?

Convention resolutions are binding on the party, not MPs. In this case the resolution binds the party to take this position publicly - although MPs could theoretically vote any way they wish! https://pharmacare.vote has details
