Okay, why is it that Everton can be hit so swiftly while City and Chelsea have been allowed to cheat year after year without consequence?

Everton’s also wasn’t that quick, which is the entire point of the article above.
The rules have been changed (rightly in my opinion) so that any overspending is punished the season that it is published in the accounts now. Previously that would rumble over multiple seasons, which is why Everton’s existing deduction is related to their accounts from previous seasons, at the expense of the teams who went down those years.
