He was elected on the pretense that he would cancel student loans, stop covid, fix healthcare, stop the border camps, etc. But he hasn’t done any of those things.

Because their legislation is usually “nothing”. And they DO need both. What they’ve also done is compromise: they give Democrats something they want and in turn get tax breaks for the rich.
