I think you are taking the people to mean β€œeverybody” which I agree would not be true, but people is still correct as a plural of person as long as more than one person does prefer the bike, which is almost guaranteed.

Now whether saying people in a statistical sense means more than 50% or whatever metric we like is up to the reader, but that is a much less normalized standard.
