That has to be in Vienna, Austria. They are anti air installations built during ww2

Reading up on it it could also be in Berlin or Hamburg. The ones in Vienna were in the middle of a park when I was visiting. It was a bit surreal all these families picknicking there, their children running around playing, beneath these enormous military buildings.

And I’m pretty sure that was a German AA tower from the WW2 era. This is a much better purpose.
