This article stakes no further claim and provides no actual evidence other than hearsay. Yes it’s logical to assume that some aid will turn up on the black market, but to say 70% will is bonkers. Which is why this article doesn’t even attempt to back that up or prove it.

Also let’s take a moment and just follow your line of thinking. Even if OP is the most deranged tankie on the planet. What have you said or what evidence have you shown that the post to a major western media outlet is tankie propaganda? Even if it was, wouldn’t you bring up your own sources and evidence to prove why it’s incorrect? Just screaming tankie at everything you don’t like just has remnants of Red Scare DNA. Please try to understand and analyze points of view you disagree with, with a critical lense.
