I think you’re right. If you look at the “stairs” up close, they do not look strong enough for holding weight.

Such an odd design choice. It looks like there’s already a patio, why not lower the patio and have actual functional stairs leading down to it? Looks pretty silly to just have floating fake stairs.

Actually though it’s probably something along the lines of plans changing last minute but they already built the steps and framed the door so they just left them there.
