French Kissing is notorious for passing objects between mouths. The French know this is fake intimacy - a real man would high five his wife. Or at most provide a brief hug. But prolonged contact? Strange. All of the commentators I saw were talking about how that was one of the best moments so far. “What cycling is all about”. I believe he was passing through his home town during the first time trial stage and received a huge welcome. He slowed down to wave and receive his welcome and kiss his wife. UCI is going overboard.
