Can someone ELI5 how this isn’t recognised as a terrorism?

Notwithstanding this flood of official condemnations, the authorities do not appear to be in any hurry to bring the perpetrators to justice; only one person was arrested in the aftermath of the attack, and subsequently released. Settler impunity has long been the norm: according to data from the Israeli human rights group Yesh Din, 97 percent of police files opened into cases of settler violence since 2005 have been closed without convictions.

In Israel it’s because Israel as a state actively supports settlements. This is why Palestinians don’t just shoot settlers; when you do that the IDF comes.

Outside Israel it’s because that would he “antisemitism”.

More specifically, it’s the definition of antisemitism that the zionist lobby wants you to believe. Standing up for a people’s right is somehow hateful for the other group yet they don’t bat an eye to actual, true antisemitism. That’s because when the IHRA definition was adopted, pro-Palestinian movements are now defined as antisemitism in the reports, resulting in a massive sea of noise, resulting in actual antisemitism cases being looked at much less.

Funny how a foreign lobby claiming to fight antisemitism ironically has cases where actual antisemites aren’t prosecuted for their crimes.
