Painters at my home used a product they called Tyvek tape to adhere to stone and rock surfaces. It is extremely sticky and works well over light dust. Regardless of the availability of professional painters supplies, that is a terrible paint job in the photo.

That is gorgeous. I wonder how they seal the buildings around the rock to prevent moisture from making a damp house
