C’mon, I know I shouldn’t expect much given how short this is, but this is weak and embarrassing. I didn’t expect much when I saw the source was called the Jerusalem Times, and I am still underwhelmed.
I don’t have a source for it, but I recall hearing that yes, their eyes work at a different speed than ours, and that’s part of why cats and dogs are generally not so interested in TV. Unfortunately I don’t know what search terms might be useful here since I don’t know if this has a technical name, but something like “refresh rate” or “fps” might help in the search.

You’re probably right. It’s not something I thought about in the moment since I was so insulted by the astroturfing and I’m not a fast enough typer to give them all my thoughts anyway.
