There’s merit to the idea that a branch of government shouldn’t be as affected by what the current administration happens to be. In practice, it’s been republicans throwing piss baby fits to delay any democratic candidates until a republican administration, but the initial intent wasn’t as flawed.
Surveys like this are notoriously garbage for the simple fact that between someone who thinks they are gifted, and someone who doesn’t, the former is far more likely to want to talk about it.
For a little bit of devil’s advocacy, many probably had some form of “gifted program” at their schools, but that was basically just how you salvage a functioning education out of the garbage no kid left behind forces schools to do. “Gifted” is a lot more reasonable when it means “you didn’t have a terrible home life that left you unable to focus on school for one reason or another”
