You’ll want them closed in winter. Is there a moisture barrier? Look into a crawl space dehumidifier If you have a moisture problem. The vents open won’t help. It’ll just make your floors cold and increase the likelihood of frozen pipes.

Edit* Keep em closed if the crawlspace is encapsulated, regardless of time of year.
