But even if you discard that technical impossibility, none have even close to the assets required to even approximate a peg, so it is a scam both theoretically and practically.

Matrix needs fast storage, and a lot of it, even if you only use it for bridges. A RPi5 with a good amount of NVMe storage will probably work, but if you only want to use it for bridges I would rather recommend to set up an XMPP server with Slidge which gives you better clients and can run on a RPi4 easily.

The person accepting the money needs online access, or at least some sort of way to receive a validation code. As for the buyer, I think currently there is no implementation of it, but according to my understanding of it it would be technically possible to load Taler tokens on a card chip and use them from that.
