Itā€™s not actually racist, itā€™s just a joke about how the name ā€˜Chongqingā€™ sounds kind of like a common racist way of mocking the Chinese language in English, and implying that the city was named with that modern, anglo-centric context in mind, when obviously thatā€™s not the case
