Some lady crashed into me and drove away. I saw her a few days later and she did it again but I got her liscense plate. I called the cops and they said, “we can’t do anything because they could say their friend did it.” so now I am giving her payback.

Pretty sure you can still file a report. I’d do that then go to your insurance company.
