Wouldn’t removing downvotes put us at a disadvantage when commenting and posting on another instance though? Everyone else can downvote us, but we can’t downvote anyone. So any advantage we have by removing downvotes is undone by that.
Proposal: instead of bringing the downvote back, we should get a second upvote option so we can double-upvote comrades

whether or not it’s public, having some deranged libs who think you’re a chinese spy but also ddos-ing them, have your IP addresses and any other info you gave their instance, is probably bad
