In the lack of more information, it would seem suspicious. But when opening an archived version of the page, it seems to be a wrapper for Commodore ROMs so people can publish their own projects plug-and-play?

@Auster@lemm.ee sorry, I am not following… what lack of information? It is a frontend to build disk images for Commodore 8-bit machines, such as C64, C128, Plus/4, to play interactive fiction tiles, e.g. from Infocom or many newer homebrew games.
E.g. database of PunyInform games:
https://ifdb.org/search?searchfor=tag%3Apunyinform&searchgo=Search+Games
You can also upload your own story files and have it build a disk image.

Looked around a bit more, and I think I get it. Sorry for the confusion.

But it’s still somewhat strange. The page itself is pretty barebones, and no license seems to be included.
