I can’t find anything about Bluetooth being proprietary and requiring royalty fees.

You should read the table you linked - none of those fees relate to the cost per unit because there isn’t one. Sony locked out Bluetooth to enforce profitability in their accessory market for PS5 for themselves and their partners.
