Nah I think it’s set in the clouds. After all, it came out the same year as skyward sword.
The only way to get to space in Skyrim is letting a giant hit you with a club. But at least it’s a smooth transition from earth to space without a load screen between.

Read the first couple reviews and they basically said the magic words: “It’s like X3/X4, Elite, NMS, and MOO in one ultimate game and gets right what they all get wrong.”
